Japan’s Liberal Democratic Party (LDP) and New Koumei Party (NKP) have decided in the near future to submit a bill to parliament to amend Japan’s child pornography laws; the bill would illegalize possession of such materials, which up until now have been legal.
This effort, centering around sexual images of minors 18 and under, marks an effort by the two parties to strengthen Japan’s child pornography laws in order to “not allow anymore children to become victims and galvanize the law, which we clearly must do,” as one party official states.
On top of proposing illegalizing formerly legal possession of child pornography, the amendment would make the offense punishable with up to a year in prison or with about a 10,000 dollar fine (one million yen) in cases where the materials were possessed out of sexual interest.
The amendment also proposes to strengthen internet regulation of child pornography against obtainment and viewing of such material and implementing the necessary measures to do so in 3 years. Both the NKP and LDP have declared that they hope to pass the bill through parliament soon.

For the 17 year old girl, surely, the surreal life she had been living had become unbearable. Almost every night, she was being made to engage in sexual acts to be broadcast “live” on an adult site by a group of three men. Later authorities would arrest these men under charges of child prostitution and child pornography. The men had been using the vulnerability of a runaway girl with no one to depend on to rake in roughly 10,000 dollars a month. The discovery of the horrendous crime all began with an SOS she made to her viewers during her live broadcast. Using her real name, she sent a message to her viewers: “Help Me.” In the middle of December 2012, this would be the shocking sight for a viewer would see. |

Tokyo police authorities have begun forced searches for minors in maid café massage parlors. These parlors employ high school girls ages 16-19 to dress in brightly colored maid outfits and give various services such as foot massages. Recently such establishments offering similar services are increasing. Cases also exist of such parlors becoming hotbeds of underage prostitution, say authorities. According to the Police Office of Juvenile Affairs, under labor codes limiting dangerous work conditions authorities entered 17 parlors, including 8 in Akihabara and 4 in Ikebukuro in Tokyo. |
